City Mayor

A fighter… a born leader and a man who leads by example. He won the hearts of many Bisliganons and with much eagerness and commitment to serve his constituents, Hon. Librado C. Navarro took his oath of office as the Mayor of the City on June 30, 2010.

The new City Mayor was born to humble beginnings July 1, 1957 in Marihatag, Surigao del Sur under the sign of Libra from where his name was taken which means “scale” that symbolizes justice. He was brought up by a religious Christian family, from the tribe of Mandaya, Kamayo, Manobo. At a young age, he has showed exemplary achievement during his elementary and secondary school days. He spent his college years at St. Peter Seminary where he was able to have closer relationship with God, in this vital period he has learned to have a deep understanding and concern for his countrymen. He also fought against the US-Marcos regime and sheltered his life in the mountains wherein he had learned to appreciate and value the natural forest from which he owed his life. He is married to Carmencita Pembling Navarro and is blessed with a son named Clyde.

In 1992, he entered politics and was elected Mayor by a majority vote against the political icon then incumbent Mayor Benedita Lago and former Mayor Lalo Al-vizo. As a new Mayor he restored peace and order in a war-torn municipality where skirmishes between the NPA rebels and PAE were natural occurrences. Petty crimes were also rampant and disrespect to law and the local elected officials were also prevalent.

He ran for re-election in May 1995 unopposed, a testament of peoples’ confidence of his leadership. He was elected President for League of Mayors of the Philip-pines, Surigao del Sur Chapter, President of the Municipal Mayors’ Movement for Mindanao, National Vice President for Mindanao – League of Mayors of the Philip-pines and member of Mindanao Executive Development Council, all in 1998 until 2001.

In his third term as Mayor, he won over 600 vote margin against his opponent. The widest margin so far in the political history of Marihatag. Having demonstrated excellence in local governance, he was sent as an official Representative of the League of Mayors of China for a Sisterhood Program between Philippines and China in 1997. He was also the official Representative to the Council of Local Authorities for International Relation (CLAIR) at the International Convention in Tokyo and Kagushima City, Japan in 1998.

He was elected Vice Governor with overwhelming vote against his opponent, the three-termer then Provincial Governor Primo Murillo. He was elected Senior Presidential Adviser of League of Vice Governor of the Philippines. In his second term as Vice Governor, he was the National Vice President for External Affairs of Vice Governors’ League of the Philippines.

In 2007 elections, he ran for the third time as Vice Governor unopposed. He was the National Vice President for Mindanao of Vice Governor’s League of the Philippines. A member of the Executive Council of the Union of Local Authorities of the Philippines (ULAP) – a Federation of Governor’s League of the Philippines, Vice Governors’ League of the Philippines, League of Cities of the Philippines, League of Municipalities of the Philippines Association of the Liga ng Barangay sa Pilipinas, Association of the SK of the Philippines and the Board Members’ League of the Philippines.

With his desire to provide the highest level of professional service to his constituents, he then pursued his advance studies in Poverty Alleviation and Good Urban Governance in Bangkok, Thailand on July 2004. He also took up Local Administration and Development Program at the University of the Philippines-Diliman, Quezon City on November and December 2006, his Executive Short Course on Good Governance and Public Sector Reform which he completed in Auckland, New Zealand and Sydney, Australia on August 2008 and on Governance and Sustainable Development in Geneva, Switzerland on June 2009.

Being the new Father of the City, Hon. Librado C. Navarro is eager to bring forth significant changes to Bislig City and pursue his commitment to the Bisliganons.
