EXECUTIVE ORDER NO. 25 (Summarized/Capsulized Form)

Effectivity: APRIL 1, 2020

Section 1: ADDITIONAL GUIDELINES OF COMMUNITY QUARANTINE

  • PUJ/Multicab : 50% seating capacity limit of passengers.

  • Tricycle : Max. of 2 passengers per trip

  • Umbak : Limit of 1 passenger per trip

  • Trisikad : Limit of 1 passenger per trip

  • Private single motor: Limit of 1 family member as back rider.

  • Paragraphs A to E of this section are exceptions to one (1) meter social distancing.

  • Any violation of paragraphs A to E would warrant confiscation of the vehicle to the violator.

  • No back rider for public single/ habal-habal motorcycles (for hire).

  • Strictly wearing of face mask when going out in public.

  • City wide liquor ban from 5:00 pm- 5:00 am.

  • Restaurants, carenderias, food chains and the like are limited to take out services only.

  • All team sports (such as basketball, volleyball, etc.) shall be prohibited.

Section 2: MOVEMENT OF INDIVIDUALS

  • Home quarantine shall be observed in all households.

  • Movement shall be limited to work and accessing basic necessities.

  • Senior citizens, pregnant women, children, persons with medical conditions (hypertension, cardiovascular disease, cancer, diabetes, or those with comorbidities) are strictly discouraged to go out.

Section 3: ENTRY AND EXIT OF INDIVIDUALS (Additional Guidelines)

  • Mandatory checking for signs and symptoms as well as questioning for travel history in all checkpoints.

  • Mandatory self-quarantine for persons coming from places with positive Covid-19 cases.

  • Allowed entry for persons already-in-transit provided that disinfection and quarantine protocols will be imposed. LGU is not obliged to transport stranded passengers in checkpoints.

  • Allowed entry for non-residents who has purpose for work, banking transactions, and procurement of medicine shall be granted only if valid ID and any proof of employment (for workers) is presented.

  • Non-residents who has purposes other than what is being mentioned in the preceding paragraph must obtain permit or authorization from their Local Chief Executive.

  • Allowed entry for vehicles carrying essential food commodities, agri-fishery products and inputs with food pass issued by City Agriculture office in every checkpoint.

  • Free riders of allowed delivery trucks are prohibited from entering.

  • Allowed entry for residents who are working outside of Bislig.

  • Allowed entry for residents of Bislig only if any proof of residence is shown but only from 4:00 am- 9:00 pm.

Section 4: IMPOSITION OF UPDATED CURFEW TIME

Imposition of city-wide curfew starting from 9:00 pm – 4:00 am. Please refer to the signed Executive Order for certain exemptions.

Section 5: VESSELS AND PORTS GUIDELINES

  • “No Sail” policy to all domestic vessels and motorized bancas carrying passengers form other provinces.

  • Allowed entry for cargo, fishing, government vessels transporting essential goods and food supplies.

  • Ship’s crew of all the domestic and foreign cargo and commercial fishing vessels must stay on board. Required to stay within 50-meter radius from the vicinity of the vessel during cargo operations.

  • Social distancing (at least 1 meter) shall be maintained between ship’s crew.

  • All vessel crew must be knowledgeable to recognize the signs and symptoms of COVID-19.

  • Personal Protective Equipment should be made available on board.

  • Loading and unloading of cargoes and fish catch must be done only under the supervision of Philippine Coast Guard and/or local authorities.

  • Crew members showing signs and symptoms of Covid-19 must be isolated and reported to local authorities.

Section 6: PENALTY

  • FINE : P10,000- P50,000 in accordance to Sec. 8 of R.A No 9271 and/or ;

  • IMPRISONMENT : not more than one year without prejudice to the provision of Article 151 of the RPC for any violation or willful disobedience.
