Executive Order No. 27-A Series of 2020

“AN ORDER EXTENDING THE IMPLEMENTATION OF RICE INCENTIVE PROGRAM AMONG THE FARMERS IN SUPPORT TO THE COVID-19 SITUATION AND FOR THE PERIOD THEREAFTER AND FOR OTHER RELATED PURPOSES”

WHEREAS, due to the outbreak of the Corona Virus disease (COVID-19), the President of the Philippines has declared a State of Public Health Emergency throughout the country through Proclamation No. 922, Series of 2020;

WHEREAS, this alarming health situation in the country threatens not only the national health security but also the scarcity of food and that of the economy;
WHEREAS, in line with the program of Department of Agriculture to fight this pandemic problem, the City Agriculture practice the implementation of the Ahon Lahat, Pagkaing Sapat Kontra sa COVID-19 (ALPAS COVID-19) as deemed necessary;

WHEREAS, there is a need to improve efficiencies in production and enhance projects and activities to ensure affordability and availability of food supply;

WHEREAS, in response to COVID-19 situation, the entire City of Bislig was placed under the Enhanced Community Quarantine (ECQ) pursuant to Executive Order No. 26, Series of 2020;

WHEREAS, Executive Order No. 27, Series of 2020 was further issued in order to regulate the exportation of locally produced palay for the duration of the ECQ;

WHEREAS, as respectively provided for in Sections 2 and 3 of the said executive order, authorized cooperatives will give incentive of Three Pesos (P3.00) per kilogram on top of the prevailing price/farm gate price while the LGU will shoulder the said amount and pay the corresponding cooperatives;

WHEREAS, as clearly provided in Executive Order No. 27, Series of 2020 and in order to achieve the purpose of this rice incentive program for our local farmers during the ECQ, the City Government considerably allocated funds in support thereof;

WHEREAS, recently, the City is placed under the General Community Quarantine (GCQ) by virtue of Executive Order No. 30, Series of 2020;

WHEREAS, considering that the recent declaration of GCQ will affect the continuity of the rice incentive program, a special meeting of the CADMACOM-TWG called for the purpose was duly held last May 1, 2020 at the City Mayor’s Conference Room, presided by the City Administrator, Engr. Romulo C. Garay;

WHEREAS, the CADMACOM-TWG in the said meeting recommended for the issuance of an executive order relative to the extension of the rice incentive program implementation subject to the proper accounting and audit procedures and subject to availability of funds;

WHEREAS, it is important to fully utilize the fund allocated for the rice incentive program which is primarily aimed to encourage local farmers to produce more not only for the duration of COVID-19 situation but also thereafter;

WHEREAS, Article 87 of the Implementing Rules and Regulations of the Local Government Code of 1991 has specified the powers, duties and functions of the City Mayor aimed at promoting the general welfare of the city and its inhabitants to ensure the delivery of basic services and the provision of adequate facilities as provided in Rule V of these Rules;

WHEREAS, in view of the foregoing premises and with the transition of Bislig City’s status from ECQ to GCQ, it is imperative to issue this Executive Order to in order to achieve its purpose.
