City Mayor


City Mayor Florencio C. Garay believes that "The greatest legacy of a political leader is not in the infrastructures he has built but in the lives he has transformed." Thus, he has made the welfare of the people his main concern and improving the quality of their lives his core objective.


Born on August 10, 1945 in Calape, Bohol, Florencio C. Garay is the eldest of the seven (7) children of the late Juan F. Garay and Felina Cuaton Garay. He received his primary schooling in Bohol, but later transferred to Bislig City, Surigao del Sur, where he attended High School at the Andres Soriano College-Bislig City. In 1966, he earned his Bachelor of Science in Commerce (B.S.C.) degree from the University of San Jose Recoletos in Cebu City.


Florencio C. Garay worked as a coordinator for the former Bislig Bay Lumber Company, Inc., then as a bank appraiser for the Rural Bank of Bislig. However, in 1986, he pledged his services to the public when he assumed the duties of a Municipal Councilor. He was rewarded with the people's trust as he was consistently re-elected to the same post until 1998, when he was elected as the Vice Mayor of the Municipality of Bislig. In 2000, the people of Bislig elected him to their highest executive office - that of Mayor of Bislig. Under his leadership, Bislig City achieved city-hood status, one of the milestones in the history of Bislig.


In May 2007, the people of the Second District of Surigao del Sur affirmed their trust and faith in him by electing Florencio C. Garay to Congress as their chosen Representative. Guided by his ideals of integrity, transparency in official dealings, and people-oriented service, Rep. Garay set to work as the elected representative of the Second District of Surigao del Sur.


As a Representative, Cong. Garay has authored forty (40) significant legislations, most notable of which is HB 6099 seeking to protect our aquatic resources and ensure the sustainable development and conservation of the country's marine resources. His concern for our environment was intensified by his seminar on Effective Local Environment Management, while his study in Effective Management of Local Enterprises strengthened his belief in the economic potential of Surigao del Sur.


Rep. Garay's exemplary performance as a public servant has made him the recipient of numerous awards and certificates. As a Representative, he was cited by the Philippine General Hospital for his invaluable support of charity patients (August 13, 2008), and was proclaimed as one of the 2009 TEN Kabalikat Awardees. But he considers his achievements as merely an extension of his lov and dedication to his own family - his wife Margarita, and children Sarah, Shem, Stephanie, Shirly and Sheila (+) - whom he considers to be his greatest inspiration.


  • Appointed as Municipal Councilor of Bislig from 1986-1987.
  • Elected as Municipal Mayor of Bislig for two (2) terms from 1995-2000.
  • Elected as City Mayor of Bislig for from 2000-2004.
  • Elected as Representative of Bislig for three (3) terms from 2007-2016.
